Rosenstadt is not an official name for the city. It is a nickname. The space in the infobox is reserved for official names only. Otherwise we should have articles on Big Apple New York, Fair City Dublin, Piter St. Petersburg Venice of the North, Athens of the North Edinburgh etc. It does not make sense. Roughly, "Uetersen has officially had the name Rosenstadt since 1992. The name was registered on the 27th of July." However, the German article [1] itself is for Uetersen, and refers to Rosenstadt as a Beiname (sobriquet, nickname). I can't find any reference to the name being official or registered. Both the Wikipedia article, and other sources I've checked, say that it's "known as" Rosenstadt an der Pinnau - the Pinnau being a river - which seems to me to bear out your Big Apple comparison.
